Meeting of the 8th ESRES Joint Steering Committee
On 28 September 2016 the Joint Steering Committee (JSC) of the ESRES Programme convened for an extraordinary meeting on the ESRES Call for Proposal to apply for support on the development and implementation of hybrid mini-grids – Pilot Phase. During the 7th JSC the JSC had provisionally selected six projects though had requested the ESRES PM to undertake final clarifications and due diligence.
The ESRES PM reported that the clarification process was completed now and all updated applications were available for final review. The JSC praised the ESRES PM for the work completed. Following discussions on the process, technology choice and the role of performance guarantees, the JSC unanimously approved the six projects for ESRES funding. Furthermore, the ESRES PM was requested to finalise the due diligence process and proceed with the signature of the grant agreements with the six selected Implementing Partners.
Meeting of the 7th ESRES Joint Steering Committee
On August 16th-17th 2016 the Joint Steering Committee (JSC) of the ESRES Programme convened for its 7th session. The meeting was officially opened by HE Hussein A. Dualeh, Minister of Energy and Minerals and attended by representatives from DFID, ESRES Programme Manager and ESRES Real Time Learning.
The ESRES Programme Manager provided an overview of the Full Proposal Development process. In relation to the pilot for development and implementation of hybrid mini-grids, it was reported that the Applicants submitted their Full Proposals. The evaluation committee completed the evaluation and presented the results to the JSC to make decisions. According to selection criteria in CfP Guideline for Applicants, the JSC committee selected six Proposals.
The ESRES Programme Manager will undertake clarification and due diligence negotiation process with the six selected Proposals therefore, based on the outcome of the clarifications and due diligence process, the final selection of the implementing partners will be announced to proceed to next stage of contract negotiations with selected Implementing partners.
RTL also presented HMG development presentation and VfM processes to the JSC. The next JSC will convene in Hargeisa in October 2016.
Meeting of the 6th ESRES Joint Steering Committee
On April 20th 2016 the Joint Steering Committee (JSC) of the ESRES Programme convened for its 6th session, being the first JSC since the Programme moved from Inception to Implementation Phase. The meeting was presided by HE Hussein A. Dualeh, Minister of Energy and Minerals and attended by representatives from DFID and the ESRES Secretariat.
During the meeting the ESRES Secretariat provided an update of the activities undertaken during the last three months. In relation to developing an appropriate policy and regulatory framework for the sector, it was reported that substantial progress was made on the Electrical Energy Act and Regulations for Licensing for Electricity Service Providers (ESP). In relation to the pilot for development and implementation of hybrid mini-grids, it was reported that the short-list of applicants for the Call for Proposals was confirmed and that the preparation of the documents for selected Applicants was underway with considerable effort in preparing a set of suitable quality and safety standards. The next JSC will convene in Hargeisa in August 2016.
Request for Expressions of Interest For individual Consultants to be included in Individual Consultants Roster
Due to expected needs for services from Individual Consultants to support the implementation of projects supported by ESRES, the Secretariat is developing a Roster of Individual Consultants. On the basis of requests for individual consultancy service, the consultants included in the Roster will be approached through a Specific Procurement Notice for a competitive process to deliver on specific Terms of Reference relevant to their areas of interest and expertise. ESRES Call for Proposals - Shortlist Notice

The Evaluation Committee completed the evaluation of the Concept Notes and submitted its recommendations to the ESRES Joint Steering Committee (JSC). The JSC reviewed the Evaluation Report and following deliberations of the JSC members the Evaluation Report was approved included the shortlist of 12 Applicants to be invited to submit a comprehensive Technical and Financial Proposal.
